Below are some of the latest events, developments, activities in the Department.

New Safety Oversight-related Requirements!

Emergency Transmitter Locater (ELT)

  • From January 1, 2002, all new aircraft shall be equipped with ELT using frequencies 406 & 121.5 MHz
  • From January 1, 2005, all other aircraft shall be equipped with ELT using frequencies 406 & 121.5 MHz

Airborne Collision Avoidance System (ACAS)

  • From January 1, 2003, all turbine-engined aircraft of maximum certifed take-off mass in excess of 15,000 kg or authorized to carry more than 30 passengers shall equipped with ACAS II 
  • From January 1, 2005, all turbine-engined aircraft of maximum certified take-off mass in excess of 57,000 kg or authorized to carry more than 9 passengers shall be equipped with ACAS II

Pressure-Altitude Reporting Transponder

  • From January 2003, all aircraft shall be equipped with a pressure-altitude reporting transponder

Other New Activities

Revision of Aviation Fees and Charges
 
The Department is in the process of revising the current aviation fees and charges. The proposed changes will soon be circulated among the relevant stakeholders for comments before being passed through the Director to the Ministry of Works, Transport, and Communications later this year.
 
Members of the public may note that the fees were last revised in 1995 and since then a lot has happened in terms of inflation rate, foreign exchange rate, and prices of services and materials. All these and other factors are always taken into account when increases are made.
 
International Civil Aviation Organization Day
 
Every year on December 7, the civil aviation community of the world celebrates ICAO Day. As a Contracting State, Botswana also celebrates this special day (even though it coincides with the Road Safety Day)! And, this year preparations are already underway. Keep checking this space for more developments in this reagrd!

Performance Management System (PMS)
 
Performance Management System (PMS) was launched in DCA by October 2002.  The first workshop was conducted at various airports on Novemeber 11-21, 2002. 
 
The second workshop at airports is scheduled for March 10-19, 2003.  This will cover Final DCA's Vision, Mission, and Values; SWOT Analysis; Key Result Areas; and Goals.
